Minutes for March 16, 2011 Selectmen’s Meeting

Members Present:  Jean C. Harmon, Peter E. W. Burns, Robert C. Libby, Dianne M. Senechal.  Clifford L. Emery was absent.

Others Present:  Mike Grovo, David Harmon, Steve 7 Lori Anthony, Henry Huntley, Dan Collomy.

  • Call to Order
The meeting was called to order at 7:15 p.m.



  • Pledge of Allegiance

Open Auditing Bids (2)

R. H. R. Smith & Company:  Maximum Audit fee not to exceed $5,750.  This price is in effect for 3 years.

Runyon Kersteen Ouellette:
  • Auditing Fee for year ended June 30, 2011  --  $15,500
  • Auditing Fee for year ended June 30, 2012  --  $16,000
  • Auditing Fee for year ended June 30, 2013  --  $16.500


  • Approval of Prior Meeting Minutes
Selectmen Meeting Minutes March 9, 2011.
Approved 3-0-2
Selectman Harmon was absent from that meeting.  Selectman Emery is absent tonight.





  • Discussion held between 5:00 & 7:00 p.m.
At 5:00 p.m. Penny Booker, Chair of the Budget Committee, came in to talk with the Board about Budget Committee Workshops, and meeting with Department Heads.

At 6:00 the Selectmen met with a couple of residents who asked questions about a Secret Ballot question the Planning Board is proposing versus having the question put on the open Town floor.  The Selectmen will be asking the Planning Board to come in and talk with them about it.

  • Review of Projects and Issues
Selectman Libby said a lot of budget decisions have to be made and the front office is helping verify a lot of information on the property tax cards.

Selectman Burns reported he attended the Selectmen’s Workshops on Monday and Thursday nights.  He has been working on budgets.

Selectman Senechal said she has been Workshopping.  She has been gathering a lot of information, and getting estimates to get figures that are as accurate as possible for the parts of the budget she is working on.

Selectman Harmon said the Selectmen reviewed the Recreation and Transfer Station budgets at their Workshop last Thursday.  They also had a Workshop Monday night where they talked about the Hanson School.  She said they discussed what wording they may want if they put something in the Warrant Articles, and drafted a letter with questions they are asking the School Board to answer.  Selectman Harmon said the Board has asked to be put on the Facilities Meeting Agenda next Tuesday, and on the School Board Meeting Agenda for April 4th.  

Selectman Harmon said the Board’s portion of the budget is coming together and Selectman Senechal is working on the budget for the Municipal Building repair.  She said it is understandable that this is sometimes overlooked, especially if it is not brought to the Board’s attention.

E.O.101103012 – An order to approve the mileage reimbursement rate for the Town of Buxton at 51 cents per mile effective March 17, 2011.

E.O.101103013 – An order to approve 8 hours of comp time for David Pinkham.
Approved 4-0-1.

E.O.101103014 – An order to approve 16 hours of personal leave for David Pinkham.
Approved 4-0-1.

E.O.101103015 – An order to approve 16 hours of vacation time for John Myers.
Approved 4-0-1.

E.O.101103016 – An order to enter into a contractual agreement with TRIO, a Division of Harris Computer Systems, to purchase municipal software for the Town of Buxton starting in fiscal year 2011-2012.
Approved 4-0-1.

  • Public Comments and Questions
Police Chief Mike Grovo shared some statistics about the number and nature of calls the Police Department received recently.  
Chief Grovo said another Drug Take-Back day is planned for April 30, 2011.  He will provide more specific information and details soon.
